Peking Government would naturally have resented the presence here of vessels carrying troops for the purpose of attacking Peking, and on the other hand because I feared that the armed levies might not improbably give trouble here by landing without per- -mission, and in any case their advent would be almost certain to excite the local enthusiasts to a fresh outburst which would be all the more dangerous with these armed levies in harbour.

Finally I have to report that through traffic

on Kowloon-Canton Railway which as advised in my Confidential Despatch of 21st. November was suspended on 6th. November was with the concurrence of His Britannic Majesty's Consul-General at Canton and of the officials of the Chinese Section resured on 14th. December. No untoward incident in connection with through running has since occurred.
